[Staff] What is this?

Does anyone know what this is for?  Should we keep it or discard it?  If we
keep it, where?

It showed up a couple weeks ago in the courtyard just outside the
maintenance closet.  It is basically a 4x4 sheet of plywood framed on the
back with 2x4s.
