[Staff] Change to how to use the backup system thermostats

Since we are currently relying on our backup system on a daily basis for
much of the heating of our building, I decided that it was worth
reprogramming them so I did that yesterday.  With that, the main thing to
be aware of is to not use the HOLD button (except for unusual situations
such as youth lock-ins).  I have taped a reminder note to each of the 4
thermostats.  That way, any override of the thermostat will automatically
revert back to the program at the start of the next time interval (4 per
day).  The programmed set points keep things a bit on the cool side so feel
free to use the UP button as needed.
