[Staff] Using backup system

Because we have now entered a cold snap such that the discharge water is
starting to freeze on the back parking lot, I have switched over to our
gas, hot water backup system for the original building, except for the
Fireside Lobby and Chapel, which continue to be served by our new system
since they are not covered by our backup system.  Hopefully, the remaining
use of water by our new system will be low enough that our discharge well
can handle it without overtopping but we will see.  If necessary, I can
turn down the set points for those two rooms sufficiently so that the
overtopping stops.  My thought is to keep using the backup system until the
bypass pipe has been installed and is in operation.

My thanks to the board for approving at the Nov 21 board meeting the Dailey
plan to bypass the discharge well.  I sent Dailey the go-ahead email that
evening and they sent me a confirmation email the next morning that they
are working on the scheduling.  However, a date has not been set as of now.
